blocking the queue when they got on top of the queue until they were served.
After these jobs were served the rest of the jobs were served properly.

For example:
scontrol show conf | grep Age | grep Priority
PriorityMaxAge = 02:00:00
PriorityWeightAge = 1
and check that the values are the same as in the file.

You need to enable accounting on your slurm.conf file.
To do so you should read first :
http://slurm.schedmd.com/accounting.html
and check the parameters.
In your configuration file most of them are disabled.
