Suppose the winch is spinning at 2500 rpm. The circumference of a 3" drum is 9.42 in, so the winch will pull in 2500 * 9.42 inches each minute. That means that the line would be moving at 22.3 mph along the ground. Of course, the drum diameter and/or the rpm are probably something different, but

Here are some specifics for your word problem:
The McCann winches used at the AMA/LSF Nats and LSF WSM are 2 inch
cores on a 6 inch flange.
Winchline used is Memphis Net Twine TWB-30, 290 pound test braided
nylon line.
Two spools of this line fill the winch drum almost to the 6 inch flange

First of all, if the glider is being pulled level,
the winch doesn't see the weight, only the drag.
The drag is tiny compared to the winch's pull capability,
so it will be spinning at nearly its zero-load speed.
I think a typical Ford LS 6V has Kv=350 rpm/Volt,
so at 12 Volts it will be spinning

Title: Winch Parts
This looks like a good start for someone wanting to build a winch. Even if you didnt get the motor, the spool w/brake and line guide arm are worth $100 and he MAY ship those. A good FLS motor will run you $50-100 depending on the type of wind and location you live in.
Or just take your tach out to the field, draw a line on the winch flange, and
measure its rpm. Winchdoc posted some representative readings on rcse a couple
of years ago.
