Shapeways is a pretty complete service which is a lot of fun. Price isn't
cheap but then again nothing is.

If you set up a free Shapeways account, you can test models by uploading
there. It'll automatically test your geometry and tell you where any
problems are. Accepts obj's too. They have lots of help files on how to
best build your geometry but I've found that if you're tidy with building
your models and any walls aren't too think, you shoulsn't have many
problems.
For testing they also print in metals, which I've tried. I had a sterling
silver ring printed for my wife :-) and she loves it! Phew!

i think you can just make it however you want
and just import it into meshlab as obj or fbx
just remember there's no smoothing normals or averaged normals in real
life, so bake the smoothing before export
zbrush was good with that since zbrush has no normals and it's almost
faceted

Yep, Meshmixer does STL export. 

it also has some nice tools to make things hollow, to save on print material. 
You can also check for errors like non-manifold geometry and walls that are too

maya 2018 also does it, now that i looked at it, not sure how it gets it's
measurements. maybe on world scale

You could try using the Shapeways.com service to test some models. I've
done a little dabbling and the unit size is no more of an issue than any
other 3d software. You run your object through a free package called
Netfabb, it tells you the scale of the object, which was 1unit=1mm, then
output a .stl file. The good thing with Shapeways is it's all automated,
you upload your model, it tells you how much it'll cost to be printed in
the various materials, then you can order what you want.

I have done projects with softimage  and makerbot 2x.  Wasn't a problem...I
exported as obj , and the makerware software imports it perfectly  1 SI
unit = 1mm

printer.  It's the only stereo lithography printer available at that price and 
can print with at least 4x better / finer resolution than the extrusion based 
printers such as Makerbot.  Even though the device is targeted for prototyping, 
it has enough quality to be used as final output for some applications.   Down 
side is the print volume is quite small, your very limited on choice of 
printing materials (which also have relatively short shelf life), and the 
agents used in the process are caustic.  You need to wear protective gloves to 
remove the output from the printer and give it a chemical bath before it's safe 
to hold with your bare hands - they don't tell you that part until you open the 
box.

I've been very happy with Shapeways.  Be very careful designing for minimal
volume! You can save or waste a LOT that way.

If you take the time to create an account, you can upload
your model and benefit from shapeways´ model processing,
showing you stats and running through a printability test.

You´ll get print prices for each and every material you select
and can then either go back to tune your model and re-upload
or make a decisision based on the material cost.
