I'm using a static IP with Free.Fr. Except the IP does not change over 
time, from the point of view of the speedtouch modem, it's allocated 
like a dynamic IP using the PPP protocol. So, no change required in this 
case.

Yes it's possible, using atmarp :

# atmarpd -b -l syslog
# atmarp -c atm0
# ifconfig atm0  netmask 255.255.255.0 mtu 1500 up
# atmarp -s  . null
# route add default gw

And I've added atmarp support in Mandrakelinux 10.2, drakconnect
allows to configure speedtouch with static IP address (useful for Free
Degroupe in France), and our initscripts handle atmarp settings.
