yes, libva-intel-driver is installed and I tested vaapi successfully playing
mp4 files with mpv and vlc.
The vaainfo command also showed that vaapi is working.
Probably, as Kevin pointed out, there's some other issue with my gestreamer.

for the record, I'm sure that I managed to run spice-streaming-agent
with the Intel vaapih264enc encoder. Unfortunately I don't have
anymore the setup to try it again, but all the gstreamer encoders were
working properly (vaapi h264/vp8, nvenc h264 ...)
