I would consider it a peak because of the intent of the 12/peak rule. You
also should look at saw tooth.

Well, I looked at that but I've always envisioned sprinklers directly over
the area of combustibles (walkway) plus a row along each side of the
walkway. Perhaps I'm not reading this section correctly. I was hoping I
could narrow it down to just one row of sprinklers directly over the
