Todd, Then I would be very concerned. What this suggests to me is that the available water supply is not capable of delivering the pressure required. Now why it can't do so is worthy of investigating.  Some things which come immediately to mind are a completely or partially closed valve,

Maybe I'm reading this incorrectly but the system demand or required pressure should be lees than the static. If the static were less then: 1.)Age of system? Has area of building's location experienced an increase in demand due to growth? 2.)Utility system fed from elevated tank?
