The proposed design (CMDA 0.45/2000 K-11.2) is actually an acceptable design
without in-rack sprinklers but only if you maintain a minimum 5 ft clearance
(NFPA 13, 2013 Edition, Fig. 17.2.1.2.1(b), Note #2). However, in your
