Correct, 'Fred'should be part of the group 'Administrators' in this
case.
Login as Admin and add Fred to the groep of administartors. Check
permissions and log out.
Log in to your Fred account and disable the admin user.

No specific choice during the installation process. I was wondering if
I log in as "fred" that it would install and run under user "fred". My
current installation is running as "admin" - but I can't remember if
