Ickstream shutdown causing the problem? Perhaps LMS tried to start and managed to open port 9000 but gets stuck / confused by ickstream plugin and is no longer responding properly on web interface. Editing LMS config file and rebooting and then uninstalling the plugin might be the answer (and
