Discovered on my server log that this person in the Netherlands was
trying to gain access to my server. I do have PW protection as well as
addresses locked...

I would not recommend this setup. This means that your LMS likely is
open to the public on the internet. The issue you're seeing is actually
a new security feature: it doesn't allow
