you shutdown a running OS in the "nice" way not just disconnecting
the cable the OS does a sync as part of the clean shutdown.
The reasons I can think of a file that was yet to be removed is that it
was not scheduled by the OS or squid.

reason for this problem.
Notice that sometimes nginx can provide plural headers that some cache
maintainers can "exploit" and make a non cached reply to be cached for

When you compile there is a squid.conf.default file that is being
created in the installation directory.
Just make sure the squid.conf.* files are renamed or removed from the
etc directory.

/squid_res.conf -z
now you got squid running with no shutdown but without cache_dir.
The cache dir also was erased and initialized.
you only need to change back the original conf file and then reload the
settings again.

To install squid and configure it takes lots of design of the network
but if properly configured and planned the results can be pretty amazing.
