panel -- licencing that is restricting the number of log in users.
All the other settings in the checklist provided by you are very
useful for troubleshooting. Indeed not a SRSS issue.

I have an issue resolving this:
1.0 Setup
.1 50+ Sun Ray 2 -- 2 SRSS servers FOG - rdesktop -- WTS 2003
(device licencing for 80x devices)
.2 Each rdp session is by unique users, no concurrent login
possible. Meaning if one user login, 1x DTU in use.

Are you sure that you've installed Terminal Server and are not using
the default Admin mode and seeing session stealing?
If you have installed TS properly, are you allowing users to have more
than one session active?
Have you specificed a max connection limit? MMCTerminal Services
You logic is flawed. To be legal, you will be buying at least two types
of CAL's.
All users need a MS Windows CAL. This CAL covers you for
authentication, file/print, etc.
From a Terminal Services Standpoint it depends on what version of
Windows Server you are running.

For this I brought 15 Win2003 User Cals, 10 SQL Server Cals (only 8 ppl
