When I originally installed Pidgin, the multiple IRC windows showed up as tabs.
I had to reinstall Pidgin recently, and now each IRC channel pops out as an
individual window, which gets confusing.
How do I restore the functionality to be one window, with multiple tabs?

Without knowing your OS it's difficult to provide specific suggestions.
If you're using Windows, try Tools -- Plugins -- Windows Pidgin
Options -- Configure Plugin -- Uncheck Dockable
