Just curious, how did that URL leak? Like, did an Oracle IT-department 
sent a mail asking to give that link to anyone coming from Oracle? Or 
did someone occasionally posted it here?

Your problem is with Oracle's server, not Pidgin.  No-one here has 
access to Oracle's internal infrastructure.  You need to contact the 
appropriate support person in Oracle.


We are advised that people within the Oracle network can use 
 for more information; for 
outsiders, like us, it just redirects to the public home page.

You can't sign up to Pidgin as it is something that you use to access 
the service, not the service itself.  You need to contact the people 
that run the service you are trying to access, at a guess, your IT 
department.


Pidgin simply passes the account details you provide to the service that 
you specify.  It has nothing to do with determining whether those 
details allow you access to that service.

The people on this, public, mailing list have no idea which instant 
messaging service you are using and, even if they did, would have no 
ability to access your account on that service.


Also, I do not believe that pidgin provides any means to change 
passwords on instant messaging services.


You need to contact the people running the service, use the official 
client for the service, or use its web interface.


(If your problem is that the old password is still valid, but you have 
forgotten it because you saved it in Pidgin, someone should be able to 
tell you where to look to find it in the configuration files.  It would 
help to know which operating system you are using, though.)
