Seamonkey incorrectly displays web pages specifying correctly this charset with
meta content=text/html; charset=IBM850 http-equiv=Content-Type
in the page head (or with any of its legal aliases: CP850, 850, ...)
The same is true for any other IBM85x encodings.
One has to manually choose the
Googling around did not provide many clues, but it was apparently not Seamonkey
problem after all. It somehow disappeared after a while...

analysis services for Seamonkey.
But after I've installed it, I see now checky iten in the Tools menu or
anywhere else.
