Reading the Microsoft files Don referenced, I have come to believe the 
problem either came buried in the Edge installation files or in an 
update to IE 11.


Because some financial institution websites refuse to recognize or work 
with SM, one has to also have a Microsoft browser installed as well as 
SM.  Thanks to all for the suggestions.


Another reason to beware of Microsoft...

As far as I know, SeaMonkey doesn't fiddle with Windows Explorer or
any of its settings.

That's strange indeed.  I'm quite surprised that clicking on Windows
Updates would bring you to the Libraries folder.



Never seen it and I have a few test systems and VMs. 99.% not SeaMonkey 
relelated. Probably something did go worong with a Windows update or somehow 
developed a problem.

According to your user-agent you are running Windows 7.  I had thought 
Edge was not installable on anything older than Windows 10 but now I see 
it has been available for Windows 7 and 8.1 for a year now.
That "Libraries" you are unhappy about is described in 
https://docs.microsoft.com/en-us/windows/client-management/windows-libraries 
and if you have installed (a new version of) Edge recently I'd tend to 
assume that Edge is the cause.

You might as well just live with it.
