Discovered my mail servers Certificate had expired, causing the email
scanned to hang. Updated the Certificate and it works fine now.
Still can't figure out why only one machine had a problem.

*IMPORTANT*: Sorry folks, but I cannot provide email
My problem wasn't really Seamonkey, It was with the AVG email scanner,
which hung when it got the expired certificate. Seamonkey worked like it
was supposed to, even with the expired certificate. I later found out
AVG also worked if I turned off TLS in Seamonkey,

I have one machine whihc just decided it was always process in the
Inbox, even when Seamonkey is first loaded after a reboot.
I can't figure out what is stopping it from downloading email.
Other machines can get email from the same account.
Ideas anyone?

you're talking about in your Profiles mail folder. Then re-start
Seamonkey. See if that works.
