You could try switching back to US English, restarting SeaMonkey, 
switching to French again, and restarting SeaMonkey again.
There is a long-standing bug in 1.x versions (will be fixed in 2.x) that 
sometimes the switch of languages doesn't work fully, but usually, this 
switching back and to that language again fixes it.

I'm wayting for the french installer...

With any patience and any perseverance and after charging the french 
dictionary the 1.1.14 is in the most "francise'". I eject the english 
language for only security and my comfort...
