ATA not to seek delay of US 2007 emission standards

In a speech before the Japan International Transport Institute Seminar on Transportation and the Environment, the President and CEO of the American Trucking Association (ATA) Bill Graves asserted ATA will not seek a delay or challenge the US 2007 diesel emission standards.

Graves named three important dates in the EPA clean diesel rule: 2006, when ULSD will be introduced; 2007, with more stringent PM and NOx limits; and 2010 with even more challenging NOx standards. "ATA does not intend to challenge EPA's diesel engine emission standards set to take effect on January 1, 2007," said Graves.

Engine manufacturers remain on schedule to have test engines in the hands of motor carriers well in advance of total implementation, according to Graves. The trucking industry are also exploring possible financial incentives to motor carriers to purchase the more expensive, 2007-compliant engines. In March 2004, the US Congress' General Accounting Office indicated that such incentives to the industry may be justified.
