As you are no doubt aware, diesels require a *lot* of compression to fire.
You may not be able to get it spinning fast enough to build enough compression
to get it to fire, esp since the engine hasn't run in many years, and was likely
pretty worn when it was taken out of service.

The injector may well have gummed up, I'd suggest removing it and
cranking with it out to see if it sprays fuel.
The internal fire museum in Wales may be able to help you with a
manual if google can't find one.
