An opinion I share with them. I was certified in several other states 
at the time. There was NO provision for recognizing my certification 
from any of them. To be certified for one 12 inch weld would have 
cost me $450 certification fee, and 2 weeks time to setup a test. It 
was much more practical to hire a local welder who was 'certified', 
although in my opinion he was not qualified to make the weld. 
Government Bureaucrats seem to use the terms 'certified' 
and 'qualified' interchangeably. They are not!

And perhaps this is a 'can' that should be opened to inspection? This 
group is maybe not the proper forum for that. Then again, maybe it's 
the perfect place for it?
