To add more info. Also br0 has to allow vlan 166 to pass through. This was my mistake

I've fixed the systemd configuration and now everything works as expected. The config was wrong. Thanks anyway to chime in

Also to prove that it’s not a switch issue I have launched this configuration and everything works. VMs get IP in the VLAN 166. I have a physical interface named enp89s0 on a machine which runs VM with libvirt.These VMs have to run in a VLAN. The physical interface is attached to the default VLAN (1).
