I use something similar to this with centos 7, a custom systemd tacacs
service
# cat /etc/systemd/system/tacacs.service
[Unit]
Description=TACACS+ daemon instance tacacs
Documentation=man:tac_plus(8) man:tac_plus.conf(5)
After=network.target

ExecStartPre=/usr/local/sbin/tac_
