In OSM at present there are some twenty gantries for toll collection tagged as highway=toll_bridge. They should be retagged as gantries with equipment for toll collection or whatever their purpose is. The proposed highway=toll_gantry is one possibility. It woud prefer something like highway=gantry

For the ones you have to stop at, try adding highway=traffic_signals or highway=stop, it's pretty rare to find toll barriers that expect you to stop to not have one or both. For at speed ones, just don't add the stop or signals that don't exist. As for toll gantries not requiring you to slow
