I found this tag proposal for milestone, which has been abandoned.
However, there is a long discussion on it and it might give you some
ideas. (I didn't read the whole thing. :-( ) I think the idea
discussed here fits with what you are tagging.

If this pool of water has the main purpose of feeding the fountain I would
consider this to be a landuse=reservoir for the following reasons:
* Its wiki description fits: "Man made body of stored water. May be covered
or uncovered.")
* It has a well defined, used and even rendered subtag of reservo

Those pools are a part of the fountain, so I would tag the whole area as a
fountain. The part where the water comes out, and the pool are one entity,
one doesn't have any use without the other.

recently someone mapped a lot of fountains here, so tried to find out
how they should be tagged. But I failed.
I found both natural=water or landuse=basin to be in use for those
features, but both have their flaws.
