You are correct that tourism=camp_site is not correct, as it implies a 
short-term stay.  The "mobile homes" used in a trailer park are theoretically 
mobile, but in practice tend to be moved only when they are first installed, 
and when they are eventually towed away to be scrapped, if not scrapped in 
place.  Plus, they are wide enough to require "wide load" warning signs, and 
escort vehicles, when they are being towed.  "Trailer parks" tend to have many 
such mobile homes, close together.  The landuse=trailer_park seems a logical 
way to tag them.

In the US (context established in first post), "trailer park" nearly always
refers to a residential subdivision where people buy small lots, and then
place mobile homes on those lots for permanent residence.  I would suggest
tagging the area with landuse=residential, and possibly some kind of
subtags with which I am not familiar.  These places usually have names
clearly advertized at the entrance(s).

These are referred to as touring caravan parks.

There is also a 3rd usage. That is where the mobile home are large and
rarely move, much like a residential trailer park, but they are owned
for holiday/recreational purposes. They tend to have rules about not
being permanently occupied. Often they are sublet for a week, two at a
time. The difference here is nobody is a permanent resident, has postal
deliveries or the address on their driving license (other than any
staff/owners that is).

It depends on what you mean by trailer park. For a place that is rented for 
a short term by the day or week to park your RV or towed camper in, I used 
tourism=caravan_site per

For places called "mobile home parks", which are leased by the year (at 
least), in which to semi-permanently place a pre-manufactured (aka mobile) 
home that requires a great deal of work to move, I tag landuse=residential, 
and add it to a relation (with role=boundary) that is tagged:

housing_type=mobile_home

e.g.

These are sometimes grouped together with the first type, usually

US culture for what it's worth:

  some people have an "Recreational Vehicle (RV)" that they take on vacation
  and live in, but they almost always consider this mostly temporary,
  even if they do it for six months.  That's camping, basically (or
  'trailer camping' vs 'tent camping').  Typically the people move
  around and visit different places.

  some people live in a 'mobile home' also called 'trailer', that is
  typically technically movable but often up on blocks in a 'trailer
  park' which is a community with a lot of them, streets, gardens, etc.
  It's mostly like a regular neighborhood with houses, except the homes
  are these mobile/trailer ones (smaller, less expensive) and there is
  usually less land per house.  These mobile homes tend to be bigger
  than RVs, although a few RVs are truly enormous and might get close to
  small mobile homes (thus frightening all the other drivers).



These two things really don't have anything do with each other.

I'd agree, it definitely doesn't look like a trailer park or camp site.
Landuse=residential would cover it without you having to get into
wordsmithing.  There was some discussion on extending landuse=residential
with residential=* tags:

tourism=camp_site with the caravans=yes is potentially appropriate.
There is also tourism=caravan_site which might be closer to what you
want. However for semi-permanent mobile homes I might suggest
landuse=residential is more appropriate with some kind of additional
tag indicating the type of residences that are there. I'm not sure if
there are any existing conventions for that.
