I can't say about Outlook 2010, but, In Outlook 2016, Alt-P, B toggles the
appearance of the BCC: field.
I'm not aware of a hot key which focuses it, and so you still must tab to it to
fill it out.

Bob, Have you tried alt-tabbing? That's what I do. While in the composition
screen, just alt-tab once, let go of the keys entirely, then alt-tab once,
again. You should find yourself back in the composition screen, and speech is
back for the duration of your composing efforts.
