The settings I'm talking about are global settings. If I activate a
download link or open the context menu on a link and use Save as and
don't add a path it always goes to the same folder I selected in the
dialog I described below.

It's a button not a check box. It says "Ask where to save each file
before downloading" followed by only button if it's not pressed and
button pressed if it is.
I just opened Chrome and went to it. It said pressed. I pressed the
space bar and it said nothing. But I tabbed off and back onto it
As far as I know you have to choose it each time. However the last place you
saved a file will be the one that is selected next time.

Otherwise, here's how to set the global download options.
1. Press Alt to focus the Chrome button and the space bar to open the
context menu.
2. Press S for settings.
