The keyboard navigation keys for the menus in IE 11 and Thunderbird work
exactly the same whether the menu is visible or not. Alt still focuses
the menu bar and Alt-F, Alt-E, Alt-V, etc. open the related menus. So I
have no idea what the point of Control-Alt-F is.
