I haven't used the TB app in ages. But if I remember correctly, when
using the app the set files are not supposed to be associated. They are
loaded by the app. So if you associate them they will be loading twice.
If the app is shown in the App manager when TB is open it should be
working

Here are the steps to associate that set file with Thunderbird
1. Run Thunderbird.
2. Go to the Window-eyes control pannel.
3. Arrow down to Associations.
4. Since it is a pullddown menu, press the Right Arrow key to open it.
5. Arrow down to Current Association.
6. Tab once to Current

window-eyes.
2 press control-backslash to enter the we control panel.
3 arrow down to keyboard settings.
4 right arrow once to voice.
