It appears that the bulk_upload_sax.py script doesn't correctly detect
successfully closed changesets, so it retried a few times before I could
stop it and duplicated a bunch of data.
Could someone please delete/rollback the following two changesets?

It appears that the tool breaks apart large OSM files into smaller
changesets, so please disregard this request.
The size is based on some heuristic in order to have something not too big
so we have the optimal speed.
