Hola Carlos, Si tu intencion es de cambiar los datos y subirlos otra vez a OSM seria mejor de bajarlos en XML en vez de JSON. QGIS funciona con el formato de base XML tambien. Para ejecutar los query puedes usar Overpass Turbo. Muy interesante para desarollar los query hasta que bajan
