could get interesting ephemerides data from the satellite that was within 2

Doesn't some of the surveyor gear try to lock onto the frequency to
improve accuracy, even if they can't decrypt the signal?
Yes although P-Code is encrypted, it is usable in some form to improve
positional accuracy with some civilian receivers.
