As Cleary said, I think most are for the holiday period and key long weekends and are staffed by vols from the Red Cross/SES etc. There is more chance of it not being open and the only food is normally two biscuits in a pack. Most are well signed that they are in operation (in Victoria anyway) so

Perhaps others have different perceptions but the driver reviver places I've seen in NSW operated only for limited hours on certain days such as until mid-afternoon on weekends and public holidays. I was so disappointed that I have not stopped at one for a while. I do not recall any food
