cause de state_code=ON.

Searching on "110 Laurier Avenue West, on" in Nominatim already works
(it finds Ottawa City hall) even though the address has no
addr:province tag for City Halle. So I don't think this is a good
reason to be adding addr:province/addr:province:short_name tags. IMO.

I think Pierre has already identified the problem some time ago and it has
been raised with Stat Can and others who are involved with BC2020 not that
anyone admits to being responsible for BC2020 and Geoweek. So hopefully we
won't be adding more low quality buildings.
