I note that
https://github.com/BikeOttawa/OSM-Bike-Ottawa-Tagging-Guide/blob/master/README.md
  under ploughing this recommends paths that are ploughed are tagged
winter_service=no which is the opposite way round to map features in the
link.  No mention is made of seasonal=no.

I suggest it needs review perhaps?

I'm not sure exactly what you mean.  Paths that not cleared are tagged 
seasonal=no or tags that are cleared get the tag seasonal=no?


The default on winter_service is yes so only the ones that are not 
cleared need to be tagged with winter_service=no


Could you point me to a reference in map features that uses the seasonal 
tag?
