[Talk-GB] cash bill pay services like paypoints

Hello GB OSMers, I think there are use-cases for tagging paypoint / payzone etc. availability. However the wiki is mute on this and tagwatch gives a grand total of one use for each. These tags aren't globally useful though. So should we just continue with the limited tag precedent or come up
