According to the government site below in Scotland the local authorities don't have to signpost or record the Rights of Way: https://www.gov.uk/right-of-way-open-access-land/public-rights-of-way The paths are recorded and signposted by the charity Scotways where there appears to be plenty of

Hi This may be a matter of style but it seems that both Highway=Service and Highway=Track are used for the access highways to farms and also residential properties in rural areas. I must admit I was using High=Track based on whether it was paved (tarmac) or not. i.e. tarmac would suggest
