It’s worth noting that source:maxspeed=sign is the most common value. I
looked at the last-touched authors for a couple of the country:region values
and for sign and survey and it was my impression that sign and survey had a
wider distribution of users
source:maxspeed examples of use seems appropriate and match the wiki links
as they currently are. The changes to the wiki seem to cover using this
tag is many places in the US where roads are explicitly tagged and the
source can only be from survey(sign) or a database/records. The tag
