And are not the actions to input and enter fundamentally the same - typing some confidential characters and then pressing Enter or clicking OK? Paul, to the extent that the procedure is the same, the wording of the procedure should also be the same. There is absolutely no value in changing the word enter to input just to distinguish between a master password and a token PIN, especially when the sentence already specifies whether it is a master password or a token PIN. The distinctions that concern you are best accomplished by simply changing the title of the dialog box, the pertinent words (in this case, master password versus token PIN), or both. Telling users that they must input master passwords but enter token PINs is pointless and potentially confusing (should both dialog boxes be viewed and compared).
