Current the Default Key is Global. So if my wife wants to sign or
decrypt, she needs to first go through these 5 steps:
(1) click on tools
(2) click on OpenPGP
(3) click on OpenPGP Key Manager...

Thanks for the suggestion about running the maintenance routines. They fixed
a number of problems on my 4 year old email database, but didn't find the
folders that I had lost when upgrading to beta 8/9
What did work was the old cntrl-alt-shift-L trick. All is now well again.
