The GnuPG installation doesn't provide an empty dirmngr.conf file. If you 
need/want one, you create it in the same directory as gpg.conf.

And I thought the default was changed to keys.openpgp.org last year in the 
light of the SKS keyserver attacks. So you shouldn't need to specify if you 
want to use that keyserver, at least until the default next changes.

The problem is that not all users upload to keys.openpgp.org.
The old SKS keyxserver had keys which were never authorized and could 
be faked/overwritten by others. 
SKS is not trusted anymore.

It's already on the public GnuPG key server which is used by gpg by default :-)

I guess we need some help from gpg experts here because it's not clear what's 
missing.
Currently, we're using this command line for verfication:

'C:\Program Files (x86)\GnuPG\bin\gpg.exe --batch --display-charset utf-8 
--armor --verify'

Please tell me what's missing here. So far, I could make gpg search for keys on 
the server by adding  `auto-key-retrieve` key to gpg.conf. I believe I tried 
doing this before and it didn't change anything, but today somehow pgp started 
looking for public keys... Is there any other way (command line switch) to make 
it work as before?
