Would it not be possible to hae a special set of filters that is
applied to ALL incoming mail no matter to which account it was
addressed?
I want to filter out the swathe of fake emails coming in but the
prospect of copying and pasting even with Filter Commander to each of
38 email accounts

Copy (with Ctrl+C, NOT the Copy button) and Paste (Ctrl+V) in the new
account.

No it isn't. If I add any filter string, for example an email address
or a key word, I won't have to go to all accounts. I would update only
at one place. That's the point.
