I want to embed into an e-mail a pdf file. (Actually, it is an MS
Pub 2003 file converted to a .pdf file). However, when I try to
insert the image, I get an error message that says error file image
loading.
I have the format setting for the e-mail on HTML/Plain text.

18MB is nothing for a PDF. One of my clients is a graphic design
service, and they routinely send around 100MB PDFs (their mail server
has 270MB per-message limit).
