Menu Navigator and WinXp

On a dual-boot PC running WinXP and WinME. When in WinXP i can't seem to find a way to invoke the menu navigator in v1.60c. It is on the title bar under WinME, but not present under WinXP. Not really sure why I want it, but somewhat disturbing that it is not present for unknown reason. Is there
