See terminfo(5), tic(1m) and term(5) for help. texconfig failed. I You should have unpacked the texmf tarball in /cs/local/generic/lib/pkg/teTeX-1.0.0/share/texmf That should have given you (among others) the file /cs/local/generic/lib/pkg/teTeX-1.0.0/share/texmf/xdvi/XDvi.
