Regarding the vehicle issue, the way this gets solved in Alabama is when someone blocks a gate or even an old 4 wheel drive road, the offending vehicle is pushed off the road or rolled down the hill and out of the way. See, this solves the need to call law enforcement and saves a lot of time.
