imo this is a bug.
If AutoSave option is set to false, the user tells the core, that the
TW file shouldn't be automatic

Fixed that. InstantBookmarks now correctly transcludes
SaveToClipboard so the "save to clipboard" command is now displayed as
intended.

and Firefox 3.6.18 portable under Windows 7.
In all 4 cases clicking the "new tiddler" button in the backstage does
NOT open a new tiddler.
