Sure looks like a toc, but I don't think a toc alone is what it's all about.
What is it about?
The ability to not just open a "section tiddler", in-place or standalone,
but to *open it in the context of an "aggregated story" tiddler*, whether
that aggregation

In a tiddler and save it and it will tell you. Of course each plugin can
have it's own version.
And Using the sections links plugin I favor using the TOC feature to
automatically generate a Table of contents for each tiddler from it's
sections.
